Along with the advancement of urbanization wave, new rural communities is increasing. Farmer’s production and living were affected by this. Along with the lifestyle changement, there is an urgent need for governance mode adapt to this. This paper select W community of lingcheng county of Shandong Province as the case study for the question of new rural community governance. To promoting the construction of small towns in rural areas, Dezhou adopted a policy of’co-construction of rural communities and rural industrial parks’.Villages in geospatial sense where farmers had lived were disappeared. Farmers start a community life. Community is a collection of many villages. Because farmers are still engaged in farming, Separation of land and housing becomes a typical feature of new rural communities. Village governance and community governance and their relationship have become major problems in front of the new residents in rural areas.The article considers, the governance of new rural communities are associated with the reason of their formation. W community belongs to the new rural communities combined with many villages. The five villages were adjacent. They have same cultural practices, same industry. They are stakeholders. The principle of’demolish villages but save their two committees’ had been determinded before the community construction. This ensured smooth operation of community building, demolition and governance of early check-in. The five villages of W community insist village collective land ownership. The land relationship relates to farmers’production profit, so it is managed by the village. As a living space of five villages, the community involved in many aspects of life interests of residents. It is managed by community. Units are symmetrical. The corresponding between the governance unit and the interests unit is the basis of ’twin-track governance’. That is a prerequisite for’Twin-track governance’.The organic link between village governance and community management provides a guarantee for the effective operation of the’two-track governance’.’Twin-track governance’ can take advantage of both villages and communities. It provides a reference for the management of other new rural communities.
