Township cadre’s commuting problems serious damage to the vital interests of the people, has shaken the foundation of national regime and if this trend continues, we would lose the party and the people. The study on the countermeasures of township cadre’s commuting problems will help us to realize the deep reason of the township cadre’s commuting problems, realize the inadaptability about the current control measures of the township cadre’s commuting problems, so as to put forward a more effective incentive countermeasures.This thesis from the view of Potter and Lawler’s comprehensive motivation, and adopt literature analysis, survey analysis, research methods of qualitative and quantitative to comprehensive analyze the township cadre’s commuting problems. This paper deeply analyzes the causes of the commuting problem, and combined with the practice to propose the comprehensive incentive measures about the problem of commuting.The content of this paper is divided into four parts, specific contents are as follows:The first part is introduction. This part includes the background of this thesis, the purpose and the theoretical and practical significance of the research, the literature researches on township and village cadres and incentive theory, etc. And this part also includes the research methods, the writing framework and also the innovations of this paper.The second part is the township cadre’s commuting problems and the governance measures. On the one hand, describing the definition, classification and responsibilities of the township cadres; On the other hand, describing the township cadre’s commuting problems and the governance measures. At last, based on the analysis of the town cadres’ incentives, township cadres commuting problems and the Porter-Lawler’s comprehensive incentive theory, the author analyzed its relationship with the governance of township cadre’s commuting problems.The third part is the empirical investigation and analysis of township cadre’s commuting problems, this part mainly includes three aspects:firstly, introduced the design basis of the questionnaire and interview outline, the collections and issuances of the questionnaires, and also introduce the reliability and validity of the questionnaires; secondly, made a descriptive analysis of the questionnaire findings by SPASS21.0; finally, the author analyzed the causes and hazards of the township cadre’s commuting problems, and also introduce the inadaptability about the current control measures of the township cadre’s commuting problems.The fourth part is suggestions about the township cadre’s commuting problems. Based on the previous analysis, the author proposed three aspects to solve the township cadre’s commuting problems:spiritual, position, performance and reward.This paper, drawing on research results on the basis of domestic and foreign scholars, strives to be innovative. Firstly, this thesis strives to be original in selection. This paper from the view of Potter and Lawler’s comprehensive motivation to analyze the township cadre’s commuting problems. And the author tries to put forward practical measures to crack the governance dilemma of the cadre’s commuting problems. Secondly, this thesis strives to be original in research methods. The author investigated some township cadres from seven villages and towns in Hubei, Henan and Shandong to have a better understanding of the cadre’s commuting problems and get the first-hand research data. And this thesis also combined the literature analysis, and survey analysis, research methods of qualitative and quantitative to put forward practical counter-measures and suggestions. Thirdly, this thesis strives to be original in research views. From the view of Potter and Lawler’s comprehensive motivation, the author thinks why the township cadres appeared the commuting problems mainly in four aspects:the tangles between motivations and achievements; the gaps between achievements and rewards; the confusions between rewards and satisfactions; the puzzles between satisfactions and motivations. And based on the previous analysis, the author proposed four aspects to solve the township cadre’s commuting problems to make the township cadres really make up their mind to work hardly in the township.
