Study On The Executive Ability Of Government Environmental Management In The Process Of Ecological Management In South Of Jiangsu

The rapid development of industrial economy not only brought us rich material social life, but also along with it the environment pollution problems become increasing prominent. Environmental pollution caused by the past development has been under control of all local government levels, however, environment pollution problems which caused by unchanged development mode is still frequent. In the face of increasingly severe environment pollution, environmental management functions of all government levels should assume the responsibility of environmental management. Thus, greater demands are being placed on local government in the aspect of environmental management execution. In order to achieve the overall coordinated development of economy, social and environment, government should constantly through all kinds of environmental management measures to enhance environmental management execution. This article took south of Jiangsu province which is in the early stage of national development, relative rich in economy and early in ecological environment management as our research object, discussed the importance of environmental management execution of local government under new economy and situation, focused on through theory view of public management studying effective ways to improve government management execution.This paper took the current situation of government environment execution in the ecological control process of Kunshan as typical research object, using related theories of public management to study and analysis aspects of related theories of local government environmental management, environmental management mechanisms, regulations of environmental protection, implementation of environmental protection polices. From this study we found the main problems of government environmental execution that existed in Kunshan ecological control process, explored reasons for these problems, and pointed out corresponding suggestions and strategies. From theory views of public policy, organization, new public management and new public service, put forward effective ways to improve the government environmental management execution in the process of ecological control in the south of Jiangsu province.
