Research On Marx’s Theory Of State Function

If Marx’s theory of state is the core of Marx’s theory, then Marx’s theory of state functions is the soul of his state theory. Systematic study on Marx’s theory of state functions can not only extend the content of Mark’s theory of state theoretically, but of great guiding significance in the construction of socialism with Chinese characteristics in practice. With the continuously development of human social practice and the gradually deepening of theoretical research, Marxist theory of state functions again burst out strong vitality and attracted many domestic and foreign scholars. The cyclical economic crisis of modern market makes people further into the reflection of the nature of state functions and the effectiveness of macro-control. How to display the effectiveness of government functions so to improve the management ability is an urgent problem for all countries. Based on the interaction between the state functions and the social governance, Marx’s theory of state functions broke through the national governance dilemma. Therefore, aims at the analysis of Marx and Engels’theory of state functions, through methods of combining both theory and practice, the researcher restores the original appearance of the Marxist theory of state functions, and points out the Enlightenments of the theory to the socialist modernization of our country.In this paper, the Marxist theory of state functions is rationalized, based on some relevant literature, the theory of the state functions and its origin and evolution is discussed, and the main content of Marxist theory of state functions and their subsequent development is also discussed in detail. The purpose is to show a new orientation and recognition of Marx’s state function theory, so to provide the corresponding theoretical guidance for the modernization of our country governance. The main body of this paper is divided into four parts:First, the origin of Marx’s theory of state functions. The ideological source of Marx’s state function theory is sorted out by analyzing the national system of the ancient Greece and Rome and thoughts of related experts, these theories are foreshadowing for the formation of Marx’s state function theory. Besides, from the aspect of the modern "limited government theory", rational state view and utopian society socialist, the origin of the Marxist theory of state functions is explored and the origin and the forming process of state function theory are also clear in this part.Second, the basic content of Marx’s theory of state functions. In this chapter, the researcher sorts out the fallacy in the past that the Marx’s state function is only limited to the class suppression, classifies the democracy construction into the content of political ruling function according to Marx and Engels’ original idea, puts the social management function to a corresponding height. At the same time, make a detailed study of the function of cultural construction, national external function, and national security functions on the basis of political and social functions. Besides, the interaction between the political and social management functions and the emphasis of it in different period are analyzed, thus the Marx state function could be displayed from macro-view to micro-view.Third, the development of Marx’s theory of state functions. The development of the Marxist theory of state functions experienced several processes, it is Lenin who firstly practiced and developed Marxist theory of state functions in the process of construction of socialism in Soviet. Then, the Western Marxist scholars made an important supplement to the Marxist theory of state functions. During the third period, Chinese characteristic theory of state functions came into being in the long-term social practice in China, which has diversified the Marxist theory of state functions in several degrees. Finally, under the background of the globalization, Marxist theory of state functions also has new changes.Fourth, the Enlightenments of Marx’s theory of state functions to the construction of Chinese modernization. Today, the guidance of Chinese modernization construction mainly displays as following:firstly, strengthening the direction of national governance capacity mainly through the transformation of government functions; secondly, adhering to the Marxist leading position in the process of the construction of ideology of our country; thirdly, scientifically holding the government functions and control means to perfect the socialist market economy.All in all, Taking the analysis of Marx and Engels’ state function theory as the iumping-off point, and by combining the theory and practice, the researcher descrided the original content of Marx’s state function theory, and pointed out its guiding function in the construction of social morderlization in China.
