Study On Safety Management Of Mooring In Nantong Section Of Yangtze River

With the rapid development of the Yangtze River shipping industry, more and more ships arrived or transited to Nantong section of Yangtze River, the contradiction is obviously formed between the increasing of ships mooring demand and insufficient anchorage capacity, the lag of mooring management, which results in a block of large number of ships, extending cargo transport cycle, restricting the development of local port economy. At the same time, those problems also cause the occurrence of ship collision and oil or dangerous cargo leakage accident which endangers the safety of marine human life and property, Nantong maritime administrative agency faces great risk and pressure of supervision in the mooring safety management work as the ship mooring competent authority. It is necessary to carry out research of mooring safety management that in order to further strengthen anchorage safety management, maintain normal navigation order, keep the safety of ship navigation, berthing and operation, and protect the marine environment in Nantong section of the Yangtze River. It is benefit for timely discovering problems and improving level of ship mooring safety management.This paper uses the methods of literature study, investigation study, field study and experience summary and starts from the current factors of influence on ships mooring management on the basis of current research of Nantong section of Yangtze River situation, to analyze deeply the existed problems and shortcomings in the mooring management. This paper takes the advanced mooring management experience of domestic and foreign port states for reference, combines with the present mooring management situation in Nantong section of Yangtze River and the existence of the problems, applies some relevant theories and methods of public administration, public crisis management and emergency management to give some relevant suggestions and precautionary countermeasures in mooring marine safety management system,regulating mooring vessels supervision, preventing marine accident and constructingmarine emergency system.
