The governance of corruption is very important to our country, the corrupt behavior not only affects our country’s political ecology, but also has many effects on our country’s economy and society. For the governance of corruption, we not only rely on the system, but also from the people’s awareness of the initiative to study the phenomenon of corruption, because corruption is started from the change of people’s ideas and concepts, in the factors affect a large number of ideas, the impact of role conflict is most profound. Role conflict is an objective phenomenon, it does not necessarily lead to corruption, but behind every corruption have role conflict and corruption is because the administrative subject in the face of role conflict abandoned public role, contrary to the will of the public, meet the individual role expectations. Firstly, this paper describes the theory of administrative personnel’s role conflict and corruption. the role conflict of the administrative personnel include intrarole conflict and interrole conflict, intrarole conflict mainly refers to take the public interest as the center and to economic interests as the center of the conflict, or to power as the center of the conflict, interrole conflicts are mainly administrative role and plays the social role conflict. Corruption is the dissimilation of public power, which refers to the behavior of the administrative personnel to use public power to seek private gain for themselves and to violate the public interest. When the administrative personnel face the role conflict, it is possible to abandon the public interest, the use of power to pursue personal interests, which will lead to corruption. The reason why the administrative personnel abandon the public interest and seek personal gain is mainly with the negative impact of traditional culture, the lack of system and the imperfect supervision system, so administrative personnel based on role conflict lead to corruption and put forward the corresponding countermeasures, such as perfecting the administrative personnel salary system, perfecting good supervision system of administrative power, perfecting the selection system of the administrative personnel and so on. In the past, few people analyze corruption from the perspective of role conflict, so the innovation of this paper mainly lies in the analysis of the reasons for their corruption based on the role conflict of administrative personnel, and puts forward the corresponding countermeasures.
