| Xiamen is a center of the hub"in"national strategy of "cores" maritime silk road in the 21st century.put forward by the Chinese government in 2015.Xiamen is an important hub of national comprehensive transportation system and one of the major coastal ports, is the comprehensive promotion channel west bank economic and social development level, promote comprehensive, direct and two-way "three links", expand economic and technological cooperation and exchanges across the Taiwan straits important ports. Xiamen maritime administration, to protect Xiamen area waters navigation safety, enhance the level of Xiamen service and external image plays a vital role.This article will choose Xiamen maritime service-oriented construction as the research object, on the basis of much literature reading, be supported by the new public management theory and new public service theory, and reference advanced maritime management mode and practice experience at home and abroad as a guide.Analyzes the Xiamen maritime safety administration in the process of establishing service-oriented maritime achievements and the existing problems, and to adapt to the development in the new period must further deepen the service of the construction of maritime necessity. In the construction of Xiamen service-oriented maritime, on the basis of in-depth research, puts forward some countermeasures to further deepen the service of the construction of maritime. The article covers the following four parts. The first part, the new public management theory, new public service theory and service-oriented government theory review.
