Study On Construction Of Service Government:Based On The Experience Of Taobao

Since it was put forward the goal of constructing a service government, the research of service government has been very hot, especially a series of insightful opinions and suggestions has been put forward from the western modern political theory, the theory of service government has come into being. On the other hand, in practice, the service government has promoted the transformation of the style of government at all levels in our country, improve service efficiency, and effectively meet the needs of the masses. But can not be ignored is that behind the achievement, is academic "mechanical borrowing without thought of appropriateness", has brought a series of difficulties in the construction of service government. Based on the national conditions, rethinking the construction of service government, and designing a reasonable government system, to create a service government which satisfy the peoples is the real focus of this article.Based on the Taobao, the local network company which has a rapid development since its establishment in 2003, and its successful experience, this paper around "what is service government", "problems in the service government", "what is the experience of Taobao", "the applicability of the experience of Taobao in the construction of service government", and "how to build a service government", systematic research and answer the above problems, especially propose new ideas of the construction of service government.Part one briefly introduced the research background and methods. The earliest propose of service government is by Chinese, it has a essential difference with the service administration which proposed by western. Around the topic of "what is the service government", there are mainly four analysis perspectives and point of view about theoretical circles, through a review of these views, proposes the definition of service government. Among current studies, the most is a direct reference to the western public management theory, which has a lack of effective research in the mechanism of service government. This paper tries to put forward the construction of service government in our country through the method of literature research, normative analysis and case analysis.Part two explain the main content of the theory of service government and its practice situation. This article considers the basic Marxist theories directly constitute the theoretical basis, the modern public management theory, for example, the public choice theory, the new public administration, the new public management, the new public service, and the governance theory etc. provides a theoretical reference, the enlightenment of the theory of government function has important significance. There are two core issues to be concerned about the construction of the service government, construction path and measures. This article summary the construction of service government by the Chinese local government on eight aspects. Then summarizes the problems, alienation situation and restriction factors, which proposed by scholars, within the construction of service government. Finally, this article points out the biggest problem about the construction of service government is that its scientific institutional mechanisms have not yet been established, while the most fundamental constraints is the lack of accurate understanding on the mechanism of concrete operation of the government and its officials, which reflected in the practice on four aspects of the problem.Part three briefly introduces the experience of Taobao and its application in the government. Mainly introduces the Taobao about its founded background and development history since founded in 2003, analysis the experience of Taobao at four aspects, its rational profit method which based on local reality, its service platform which approximate perfect, its open and pragmatic team management, its safe and reliable user experience. Combined with review of the theory of new public management, this article depth analysis the applicability of the experience of Taobao in the government, considers the criticism of the new public management in its market doctrine and management tendency is untenable. This does not mean that the new public management is finish, just the opposite; the biggest regret among the new public management is that the business model in the Internet era has already exceeded the traditional model, the one it refers to, while it has a lack of consideration of civilization in China and other regions.The last part puts forward the basic ideas of the construction of service government based on the experience of Taobao. First of all, the construction of service government must follow two basic rules, Obeying the Four Fundamental Principles and Proceeding from national conditions. Then through the above discussion, four rules of construction of service government are proposed. Primarily, in the pursuit of goals, should admit that the service government is the one which seek interest, its administrative officials should seek private gain, and the government also should seek legitimacy. Through the scientific design of the system, especially the reasonable connection mechanism between the personal interests and the legitimacy, the "economic man" in the government should be created into the "rational economic man" which pursuit of legitimacy, so that government officials really serve the people. Secondly, in the f unction orientation, service government should be more located in the role of a platform. The government should form a gold balance between "invisible hand" and "visible hand" to maintain the city in good operation, and arouse the enthusiasm of two initiative between the central and local, to maintain the platform of the political community. Thirdly, in the internal management, the service government should adapt to the requirements of information age, pay more attention to individual potential, and give full play to the role of chief executive and every common civil servant, to achieve truly surpassing the bureaucratic and building a flexible and efficient government. Lastly, in the government governance mode, the service government should be in good interactive, the public can participate in the whole process of government administration, through decision making, public service providing, supervision and evaluation, and the main way of participation in our country is non organizational behavior of the masses, including petition letter, we-media, street politics and mass incident, instead of the interest group. At the same time, the service government should strengthen the evaluation of citizen satisfaction, and linked the results of the evaluation to each individual, in order to maximize the role of evaluation, and promote the improvement of the civil service style.
