Abstract/Summary:
Nowadays, many rural areas share the same experience -- land requisition. Meanwhile, the changes caused by land requisition are also more and more widespread. This article chooses Xu village, which is located in the middle field of Shandong province, as the example to analyze the mechanism that how land requisition react on the change of governance in rural areas.Based on the industrialization and urbanization, this article describes the development of this village and show its changes around the land requisition, going forward from here to explain the problem mentioned above. In this case, land requisition can be regarded as the policy which stand for the power of nation. As it acts on the land which belong to the collective, this process involves the relationship between village collective and government. Meanwhile, the target of land compensation and settlement is villagers. So this process also involves the relationship between villagers and collective. This article chooses land requisition as the clue to link up government village collective and villagers. Land requisition, which means the change of right of use about the land, have shocked the order of the village and give rise to the change of life and relationship in this village.Before land requisition, this village lacks enough income to provide an excellent service for people and the return from land is little. The political ecology in this village stays at sub-health level and the relationship between people is harmonious. After land requisition, the compensation becomes the main income in this village. Also, the competitiveness of self-governance is growing all the time. In addition, the relationship between people is on the trend of division. The mechanism of this change can be explain as follow:land requisition brings money to village. But it lacks consistency, leading the rural development and villagers’ life into an uncertain condition. The rural elites join the political process in order to gain land profit, which enhance the competitiveness in this village. As the lack of transparency and justice in the process of compensation, villagers uphold their interest by petition. All these collective action lead to this consequence:the relationship between people is on the trend of division.
