To develop security housing for improve people’s living environment is an important measure for the government to improve people’s livelihood. It’s also an inevitable requirement of national stability and harmony. Through several years of construction boom, China’s housing security guarantee ability greatly improved, and the majority of low-income housing has also been basically solved. The direction of development of China’s security housing management toward standardization and institutionalization and legalization.But with the continuous development of security housing, it is facing new challenges,and many problems. Firstly, the ability of security housing is still inadequate. The contradiction between supply and demand in some areas are still outstanding, because comprehensively promote the project construction is more and more difficult, and the problem of single way of supply and construction; Secondly is the financing difficulty.The pressure of regional construction funds to raise funds, and obtain the single mode,which has become the biggest problem of the sustained and healthy development of the construction of security housing projects; The third is the difficulty to promote the housing subsequent management work. Ensure the follow-up operation work of housing cannot do without the support of funds, however,there are serious shortage of funds.The follow-up operation work needs several departments and links involved, and causes difficult in coordination work; Fourthly is the construction of housing security system is not perfect. Security housing system including the legal system, access exit mechanism,incentive mechanism, supervision mechanism.The imperfect of the system is a strong resistance for security housing development, affecting the supporting policies and the implementation of the work. The security housing is to provide housing help for the needed family, is an important part of the government’s public service functions, although in the developed countries. Based on this background, we draw lessons from the housing security policy in America and Singapore, in addition to Guangzhou, Xiamen, Chongqing city experience, trying to combine with actual situation of Xiangtan City, with innovative ideas, to put forward the feasible suggestions for Xiangtan. Fist of all is to take measures for insure the effectively protection ability in security housing. For example,Making the right role and effective policy objectives for government, actively promoting the acquisition of real estate inventory for security housing, the development of public rental housing in the public district, accelerating the transformation of shanty areas; besides tobroaden the financing channels, to provide financial security. By calling for superior policy support, the provident fund system, optimize the financing environment, make good use of the tax preferential policy; At last, to deepen reform and innovation for the full implementation of the follow-up operation and management work, the government establish a government-guaranteed and market-operated combination mechanism through merging cheap renting housing and public renting housing. Hoping that through these measures, we can provide a solution for the management of security housing in Xiangtan city.
