Under The New Situation To Strengthen The Grassroots Work Of The Party’s Mass Line Countermeasures

Grassroots people, as the major subject of the mass, has a large population and forms the social basis of CPC’s ruling. Only when understanding grassroots social, economic and cultural realities and taking correct actions based on it and support the development of "countryside, agriculture and farmers", can the party’s mass line be implemented truly. This paper summarizes basic connotations, value and significance of the mass line from classic Marxist writers’ statements on mass, thereby comprehensively explaining the formation and development of CPC’s mass line.In today’s comprehensively deepening reform, accelerating rural economic and social development and striving for realizing a well-off society, the Party’s mass line is facing new situations and challenges in grassroots level. It has been a major task confronting grassroots ideological construction workers to adhere to the party’s mass line, strengthen ideological construction pg grassroots mass and equip hundreds of millions of grassroots-level cadres with the spirit of mass line to build the shared ideological and theoretical foundation for grassroots-level cadres to unify and struggle and call for hundreds of millions of famers to construct their better homes under the leadership of the party.The paper consists of five chapters. Chapter One starts with the great significance of implementing the party’s mass line at grassroots level, explains the research background of the paper, sorts out its research status both at home and abroad as well as points out its theoretical significance and research value. In this chapter, the research thoughts and methods are summarized in as well and key, important and innovative points are demonstrated. Chapter Two mainly introduces basic form, theoretical connotation and significance of the mass line theory to the party. Chapter Three reflects the formation and development of the mass line from the period of the new democratic revolution, initial stage of socialist construction to the reform and opening up. Chapter Four takes situations and problems facing Zhengyang County, Queshan County and Puhuisi Village during their specifically implementing the party’s mass line, thereby specially analyzing the significance and major tasks of the mass line’s implementation in grassroots level. Chapter Five, based on the analysis results, puts up with corresponding countermeasures to improve the party’s mass line’s implementation in grassroots level from multiple angles by combining practical researches under new situations.
