The central government is the executive organ of the highest organ of state power in China, and it is the highest organ of state administration. It is based on the Constitution and laws to formulate administrative regulations and promulgate decisions and orders. The Third Plenary Session of the Eleventh Central Committee of the Chinese Communist Party put focus on economic construction, which is more important than the other functions. Now the central government’s economic functions exist many problems, such as macroeconomic regulation and control is not scientific, micro economic intervention is excessive, public products and services cannot meet the people’s needs. All of these will influence the development of the economy.Under the background of comprehensively deepening reform, the government is facing four problems: the first is how to make policies to boom economy; the second is how to deal with the problems encountered in the process of industrial evolution and meet the needs of further development; the third is the government how to improve its management level to adapt to the needs of the new age; the forth is how to meet the people’s demand for public services. Therefore, it is imperative to establish a new service-oriented government. As the real controller and the power source of the comprehensively deepening reform, the central government must carry out reforms to meet the requirements. The central government how to play its economic function is not only very important to development of economy and socialist modern construction, but also influence the relationship between the party and the masses and the stability of the regime.The paper consists of five parts: the first chapter introduces the research’s background and significance, summarizes the domestic and foreign scholars’ different views of the service-oriented government about the theory source, connotation and the build path. The second chapter mainly illustrates the related concepts of appeared in the process of thesis writing and basic content, based on the relevant items of the service-oriented government, laying a theoretical foundation to the research of the paper. The third chapter mainly analysis the government’s economic functions, and combines the development of the western theory of economic functions and development history of government economic functions in our country. The fourth chapter based on the analysis of United States, France, Germany and Japan’s market economy mode, try to learn some experience about how to deal with the relationship between government and market and how to establish and perfect the economic system. The fifth chapter combines the background of our country actively build the service-oriented government, positioning of the central government economic functions, in order to develop the economy in our country, and give the author’s suggestions and recommendations about how to perfect the government’s economic functions. |
