In recent years, the conflict between information disclosure and secrecy management of government statistics is very outstanding. On one hand, considering the protection of state secrets, national political and economic security, the government implements secrecy classification, however, because of the unscientific and unreasonable secrecy classification, it is very easy to produce statistical information leaks. On the other hand, the statistics secrecy classification is over strict in some areas, it is difficult for the public to obtain the necessary information. Therefore, it is very necessary to study the scientific secrecy classification.This paper shows in-depth analysis of secrecy issues by presenting, researching and solving problems research on our provincial government statistics secrecy classification. The whole text is researched with induction of literature, case analysis and model building method etc. On the basis of core theory and key concepts of secrecy classification management, the author generally introduces the development status of provincial government statistics secrecy classification. With analyzing National Bureau of Statistics Guangdong Survey Office as a case study and learning from US relevant experience, this paper will put forward reasonable advice and proposals and solutions.The whole text consist of six chapters:Chapter One-research of the background, meaning and present situation from home and abroad; Chapter Two-introduce the relevant concepts and theoretical basis of statistic secrecy classification; Chapter Three-analysis of development status of provincial classification statistics; Chapter Four-analysis of existing secrecy classification problem and cause from National Bureau of Statistics Guangdong Survey Office; Chapter Five-introduction of US secrecy classification experience; Chapter Six- countermeasures and recommends to improve the provincial statistics secrecy classification. From the study, the author finds several problems from the current Guangdong Survey Office secrecy classification work, like confusion of job secrecy and national secrecy, irregular mark on secrecy class, regardless of secrecy classification extension problem, deciphering and public interface problems, and standardization of secrecy classification, etc. This paper is based on ideology, system, implementation, technical support as the four levels to put forward specific measures. Moreover, it provides reference and support to establish a scientific, standardized, efficient mechanism for provincial government statistics secrecy classification.
