Research On Vivlent Enforcement Of City Supervisors In Yan’an On May 31th

On the afternoon of May31,2013,eight officers of Urban Management who all come from Feng Huang Battalion of Yan An’s City management and supervision team are doing a routine check. When they patrolled to a district nearby Yang Jialing, they found a shop which is called“ Merida Bicycle Garage ”put some bicycles outside the shop.Obviously, there was an incident of stalls occupy. In order to stop this incorrect action, these officers started to temporarily detain these bicycles that were put street sides.But the process was not going on smoothly, the shopkeeper tried to stop the enforce the law and a fierce clash erupted between these officers and the shopkeeper. At last, the shopkeeper’s face was hurt. After the video about this thing was posted to the Internet, it not only had an extremely bad effect but also brought more introspection to the society.Since 1997, the country’s first urban management team has been established, the event brutal urban law enforcement and violent resistance to law enforcement objects have been staged. To be honest, it is mainly their own reasons both the man who is under law enforcement and law enforcers that produced these violent conflicts. Meanwhile, it is closely related to the current stage of urban management administrative law enforcement system. What’s more, it is affected by the social environment and has a profound social roots. These events and social phenomenon have been explored by many scholars. They studied it from different dimensions, different areas of urban management, urban management and law enforcement. Of course, they have formed a series of theory. Governments at all levels are also actively exploring how to better manage the city and how to carry out the method of urban management law enforcement. The central government has also realized the importance and necessity of the reform of urban management system, having put forward the guiding opinions and pointed out the direction for the reform of urban management.According to the description of a typical conflict case, this paper analyzed the deeply reasons of such eruptions. The article paid attention to the law enforcement community members and process of law enforcement, trying to give some suggestions that the enforcement members can avoid violent law-enforcement during the process of city’s management. Hopefully,by setting up an urban street police of civilization enforcement and creating a more efficient way about the enforcement, we can promote the management work of the city running more smoothly.
