Research On The Moderation Of Local Government Scale On The Basis Of Governance Theory

When the People’s Republic of China was founded, Our government, especially the local government,was in the process of changes whether in function proportion, the setting up of departments or the staffs because of lacking experience of building the socialism. Since the Third Plenary Session of the 11 th Central Committee was held in 1978, the changes of the local government’s scale have been relatively steady with the deepening of the reform and opening up and with the development of the socialist modernization.Positively speaking, the local government has been improved for several times and the improvement is successful since the reform and opening up.The reform limits the scale of the government;meanwhile it improves the function of the government.But some problems remain to be settled as soon as possible.Now our country has been in a new stage in which the ability and the system of the management should be improved.It is more important to build a moderate scale of the local government, By studying and comparing some facts and by giving proofs and analyzing them properly, the article aims at finding some problems of the present local government to make some improvements.The writer also gives some suggestions about building a moderate local government.Chapter One is introduction,providing the background and the reason for studying.By combing through the domestic and foreign files,this part looks back on different ideas of the domestic and foreign scholars and draws a conclusion about the government’s scale. Chapter Two introduces theoretical basis.By studying the changes of the management of the western countries,the inner connection between the theories of the management and the building of the local government’s scale is found.At the same time it sets forth the management under the circumstances of China.According to it,it analyzes what moderate scale is suitable for the present local government.Chapter Three first looks back on the past reforms of the local government.Then according to the data that is inquired into and calculated,this part presents the problems of the local government’s scale.Chapter Four bases on the management, showing the ways of improving the government’s scale. Chapter Five is the last part, which draws a conclusion and looks forward to our future.
