Participatory governance is one kind of attempt, is no longer the only subject of government, through various social forces to play their own advantages, integration of various resources, to jointly deal with the process of public crisis. With the continuous development of society, the crisis in the event of increasing the effectiveness of public crisis governance mode is verified in a practice process, led by the government, non-profit organizations, enterprises and citizens As well as the media and other social forces through active participation and cooperation, not only effectively improve the efficiency of crisis management, but also played a role in promoting the optimization of the effect of public crisis management.Opposition coordination and participation, but in public crisis governance, the existence of "differences" and "synergy" paradox. On the one hand, public crisis governance, emphasizing the participation main body diversification, differentiation, on the other hand the participants between coordination and cooperation, which appeared in the "difference" and "synergy" paradox.
