In the period of Mubarak administration, there was a serious livelihood issue in Egypt, among which the problem of health was an important part.Egypt had made a lot of achievements in health during the period of Mubarak administration. The government had continued to increase the expenditure on health, and the resources of health had increased quickly, the number of health facilities had increased, including hospitals, clinics, and rural health units. The number of Medical staff also had increased substantially, including doctors, nurses and pharmacists. At the same time, the production of pharmaceutical had ever-increased, drug self-sufficiency rate had promoted. Egypt government also actively cooperated with the developed countries in the field of health.The Mubarak administration continued perfected the system of health insurance, passed the Act No. 1 in 1981, Law 99 in 1992 and Act No. 380 in 1997, and expanded health insurance to cover older adults and all school children. In addition, the government had actively implemented the Health Sector Reform Program(HSRP), which was aimed at addressing the inefficiencies in Egyptian healthcare and completely transforming the way it was financed, organized and delivered. The Egyptian government also developed the E-Health actively.The health services in Egypt also faced many problems in the period of Mubarak administration, while Egypt had made great progress in health. The health resources were unevenly distributed between north and south of Egypt as well as the urban and rural areas. Most of health facilities such as central hospital had gathered on Lower Egypt while Upper Egypt and the rural areas lacked the health facilities. The Medical staff in rural areas was worse both in quantity and quality. The system of insurance also has the problem of fragmentation and low coverage in Egypt.The health problems of Egypt were restricted by the factors of population, economy and so on. Egypt had a large population, which made enormous pressure on the development of health services. Although the total of health resources of Egypt rowed in the forefront in the Middle East, its per capita level is lower. The distribution of population is also extremely uneven in Egypt, a large number of them aggregated in Lower Egypt, especially the Nile Delta region, and it brought a great difficulty to the allocation of health resources in Egypt. The troubles such as high inflation rate, high unemployment rate in the economic development also affect the health of Egypt. In addition, the tradition, education and other factors in Egypt also have an important impact on the health problems of Egypt.
