Research On The Medical Assistance Of Urban Poverty Population In Shenyang City

At present, with the acceleration of social transformation in our country and the accelerating urbanization, urbanization problem is more and more prominent, including the urban poor relief problems. So far a few decades, the level of social and economic development and the people’s material life continue to improve, there appears situation of rising medical costs. Rising health care costs make the difficulty and high cost of treatment and a series of more and more serious health problems, not to mention the urban population who live in poverty. In the face of major diseases and high medical costs incurred, their resistance and recovery competence are more low compared to the general population, "impoverishment" and "sickness" is nothing new, medical assistance urban poor increasingly aroused widespread concern in society. The current minimum living standard security system and medical insurance system for urban poor implementation has not completely solve the medical plight of the urban poor. With the development of China’s medical aid system, and also appeared in a variety of emerging issues, including small rescue coverage, the low level of salvage, salvage content heavy light proof and so on. How to promote urban medical assistance benefit levels improve, to meet the increasing poverty of social medical needs, for the maintenance of social justice, promoting social harmony and stability is important.Shenyang city as the earliest in China in the Sino British project pilot cities, the implementation of the medical assistance system earlier and more experience. Therefore, this paper select Shenyang city as a case study, through a large amount of data and information study with Shenyang city’s urban poverty population medical assistance. In this paper, we first introduce the development of medical assistance system in Shenyang city and urban medical assistance situation, then enumerates Shenyang city to implement urban medical assistance in several aspects and the cause analysis. Again, by selecting the hospitalization rate, two week prevalence rate, relief compensation ratio, insurance factor and growth factor and other related indicators, the establishment of formula model, considering the particularity of the poverty population, based on prevalence rate and hospitalization rate of this index, calculate the upper and lower medical assistance funds demand cost and value. After calculation, prediction of Shenyang city after the upper and lower poverty population medical expenses per capita and the city within ten years of direct medical assistance demand for capital cost, and on the basis of city medical relief directly financing ability are analyzed; finally to improve the city of Shenyang city medical assistance for the poor population of the city has put forward some suggestions.
