The origin of the Internet dates back the late 1990s. Since then, the Internet has rapidly grown and been widely used all over the globe. It was known as the Third Technological Revolution which has not yet to complete. The Internet and the advanced technology had a significant impact on the productivity and production relationship adjustment in human society. Moreover, it plays an unprecedented role in the international relations, both in-breadth and in-depth. This study has a great focus on how effective it is to have the Internet in building national image, and thus to bring these two topics together.This study has an emphasis on the role that the Internet plays in building the national image of China. Given the core function of the Internet is to exchange information, it is inevitable to discuss about the topic of "Network Communication". Particularly in the scope of this discussion, as an impression and cognitive reception and transmission of information related to the country is the first step. The Internet can also occur in the interactive process of information transmission, this leads to a discussion of "network public opinion". Now that you have opinions, awareness and expression, it means that this person has already formed its own "national image" perception, but also comparison to determine, you can use the de facto recognition language symbols to communicate with others. Once the social consciousness which might be called "culture" is formed, there is a relatively stable feature. The network platform to rapidly changing information flowing flood, but "culture" is relatively stable in flow, and therefore, the relatively stable the impact of culture in personal, social impact is most profound.The main content of the study is as the follow. First of all, it summarizes the status of the construction of Network Communication has served a platform in mass media, network media and network culture. Next, it points out some of the issues when building the national image via the Internet, followed by a brief analysis of how China is able to learn from the American experience in the building the cultural image of the country, and how they protect and export their culture. Last but not least, it summaries how China should make better use of the Internet as a platform to build a good, positive, consistent national image both inside and outside China.
