Based on empirical study it can find that so much effort was undertaken such as how the government decentralized, how many cancellations of fees, how did the government improve approval efficiency and so on, are fruitful achievements of the government. Looking back the microeconomic evaluation of enterprise reform in decentralization is mixed, some companies believe that problems should be resolved by reforms through remain, business impacts of the reform on public licensing reform is not as deep as it should be.Enterprise as the beneficiaries of public licensing reform, so it should be based on the extent of the enterprise groups in the work of reform to assess the effectiveness, how much is the enterprise to reduce administrative burden caused by government policies and regulations constraints as evaluation criteria, so the post assessments have some deviation. Because of the lack of analytical tools, and in reference to the western companies measured the administrative burdens with standard cost model, This paper attempts to extend this Standard Cost Model for measuring the administrative burden on businesses and applying to the assessment of effectiveness of public licensing reform and on the design of the reform.
