Research On Public Power Rent-seeking And Political System Reform In China

Since the reform and opening up, our society is in transition period. In the process of transition from a centrally planned economy to a socialist market economy system, due to various subjective and objective reasons, rent-seeking activities of government officials in China continue to breed and spread.Through the analysis of the general situation and characteristics of the rent-seeking of public power in the transition period and the trend of the development and evolution of the domestic political system, we can learn that the problem of public power rent-seeking can not be ignored.Starting from the perspective of public rights rent-seeking, this paper focuses on the reform of political system in China, discusses the phenomenon of rent-seeking in the current government officials, analyzes the theoretical origin of its existence and explores the reform path. This paper consists of six parts, specifically covers the following:Chapter 1 is an introduction. This paper mainly expounds the background, significance, domestic and foreign research, innovation and deficiencies of this paper.Chapter 2 is the concept of public rights rent-seeking and the reform of the political system and theory. This part mainly expounds the related concepts of public rights rent-seeking, public rent-seeking theory and the reform of the political system.Chapter 3 is the present situation and the characteristic of the Chinese public power rent-seeking and the political system reform. This part analyzes the present situation and characteristics of public power rent-seeking and political system reform in China. At the present stage, our country public power rent-seeking shows the following trends: 1. Group and collectivized characteristics is significant; 2. The party and government corruption of "top leaders" is prominent; 3. Government officials take advantage of the state-owned enterprises reform to public power rent-seeking; 4. The "openness" of public power rent-seeking is obvious. The rampant phenomenon of public rights rent-seeking has brought serious lag to the political system reform in a great extent.Chapter 4 is the reasons of the lag of public power rent seeking and political system reform. Firstly, from the angle of economics, public rent-seeking is analyzed by economic man perspective and cost-income perspective; secondly, from the political system defects perspective, the unclear government function, influence of lack of legal supervision and political deal from the perspective are analyzed; finally, taking advantage of the bureaucratic tradition ethics culture and the impact of social transformation period values analyze the causes of social ethics of the abuse of public power.Chapter 5 is explores the path to curb public power rent-seeking and deepen the reform of the political system. Through study and analysis of public right rent-seeking phenomenon, combined with the current situation of China, this paper explores the path on how to curb public rent-seeking and deepen the reform of the political system. The main idea is: to transform government functions and to play the role of the market; to improve the system and to strengthen the democratic supervision; to establish a scientific salary system for officials; to strengthen the ideological and moral education of officials.Chapter 6 is the conclusion of the study. This chapter summarizes the analysis and discussion of public rights rent-seeking and political system reform in the first five chapters of the article.
