Research On The Integrity Systems In View Of Conflict Of Interest

It has always been the core of the constructions of the political institution to inhibit the corruption for all countries in the world. In China, with the development of economy and society, corruption has become conspicuous increasingly since the reform and opening policy had been carried out, which not only has caused large economic loss and triggered a series of social problems, but has reduced the sense of public trust in government and swayed the foundation of the country as well. Therefore,to prevent and punish corruption behaviors has become an essential issue which runs through in the whole life of political system constructions for both the party and the country in China.The core of the incorrupt government construction with the perspective of in terest conflicts could be regarded as the prevention of the conflict between the c ivil and private benefits and the establishment of the incorruptible political syste m which pay attention to the civil servants’ conflict issues. The foundation and t he core of such a political system constriction is to promote the public awarenes s by the administrative and ethics institution of which the core of the constructio n should value both the prevention and punishment of thecorruption.Regarding th e interest conflict prevention as the core and the point of departure of the incorr upt institution is based on the potential reason that the interest conflict is the ca usative factor of the corruption. The interests conflict itself is inevitable, neverthel ess, the choice of civil servants behaviors could be regulated by conducting such institution to help them making a correct choice between the civil and private benefits which is good for both the government and the society. Therefore, mergi ng the interest conflicts theory into the construction of the incorrupt institution p rovide an effective option of finding the key point of corruption prevention and increase the efficiency of such institution construction.This research contains four parts: the first one is the theoretical basis analysis,which provides a fundamental theory of incorrupt institution with the perspective of interest conflicts. The second part pays more attention to conclude the references which could be used effectively in China by introducing the practices of incorrupt institution construction overseas.The third part summarizes the domestic practices to prevent theinterests system problem for many years, from the problems in the quest to solve the problem, improve the system of countermeasures.The fourth part, through the mastery of basic theory, absorbing the foreign advanced experience, domestic current system the analysis of the problems, summed up the perfect integrity system construction to prevent conflicts of interest in China’s each countermeasure, for our country in the new period of the anti-corruption work to provide ideas and Suggestions.
