Local Government Purchase Of Public Services Strategy Research

Purchase of public services is a new type of public service supply mode that the government purchase the public services from civil societies. It’s basis new public management movement emerged in the late 1970’s to 80’s West and widely used in Europe and the United States and other developed countries. Purchase of public services can promote the change of government function, improve the quality of public service, improve the financial service efficiency of funds.In the midle of 1990’s, China tried to purchase public services. In recent years,a lot of local governments sustain purchase of public services. At present the field of purchase of public services continues to expand and it takes flexible ways to purchase of public services. The reform and opening enters deep water area, promoting purchase of public services is help to promoting the transformation of government functions, build a service-oriented government, improve public service delivery mechanism to meet the needs of the masses, foster social organizations, fill the gaps in the field of public service. July 31 of 2013,premier Li Keqiang hold a State Council executive meeting, determined the public service which can market-oriented should be taked by qualified, reputable social organizations, institutions and enterprises. The Third Plenary Session of the 18th Central Committee of the Communist Party of China pointed out we must promote govement purchases of public services by means of contract and entrustment,and introduce a competition mechanism into general-affairs management services.Overall, the purchase of public services in China is still in infancy. Local governments in the practice of purchase of public services exposed some problems,such as local governments have misunderstanding of purchase, devolution of power to the social organizations is not active; purchase process is flawed, prone to power rent-seeking space; the development of social organization is slow, cann’t have the ability to undertake public services; social organizations and the masses’s discourse power is low, their views and needs can not be an effective response. This paper first explain the concept of purchase of public services, analysis the method of local government procurement of public services as well as relevant laws, policy development,and the problem of purchase of public services.The second part analysis "how to purchase public services ",proposed government procurement of public services need to include organizational structure and management of social organization,as well as throughout the process of decision-making,implementation,monitoring standardized implementation steps.The last part make recommendations for the government procurement of public services,including changing the traditional concept, cultivating social organizations, standardizing the entire purchase process, taking a detailed assessment.Hoping through the research to local government procurement public services,can improve the level of purchase, promote government procurement of public services in our country.
