The Research On The Sustainable Development Of Charitable Organization In China

With the rapid development of china’s economy and enhancement of national strength, the awareness of Chinese to participate in charity has increased, also our country’s charitable organizations have entered the fast lane of development, mainly in the increasing number of charitable organizations and the expanding coverage of charitable aids. However, due to the imperfection of policy about charitable organization, especially the delay in introduction of the basic law of charity, which lead to positioning dilemma, legitimacy dilemma, credibility dilemma and resource dilemma in sustainable development of charitable organization.The thesis is divided into four parts. The first part mainly tells history of development process of china’s charitable organization, from ancient prototype of charitable organization to modern charitable organization, and describes the transform of charitable organization from organizational form to operation philosophy; The second part focuses on the current situation and the dilemma faced by sustainable development of charitable organization, and on this basis, it analyses the cause of dilemma from perspectives of management system, external environment, operational mechanism of charitable organization and so on, revealing problems such as imperfect laws, lack of supervision and accountability, strong administration, low credibility,low personnel quality and fund operation level which should be improved. In addition, this article takes the "Mei mei Guo showing off events" and "Smile angle Foundation distress" for example, exposing the weakness of charitable organization in operational process which should be improved and optimized. The third part provides an overview of development of charitable organization in more developed counties British and Unite states, and we can learn much experience:establishing partnership by agreement, setting up national regulatory institutions independent from government, increasing government purchases of services from social organization. The fourth part proposes four suggestions on promoting sustainable development of charitable organization against the dilemma and exposed problems mentioned above. Improving the policy and regulation, smoothing relationship between government and charitable organization, building multi-level supervision mechanism, strengthening professional construction and branding of charitable organization.China’s charitable organization has made great progress in the past decades. Although there is a lot of problems, but I believe that as our country get stronger, charitable awareness of Chinese increases more, china will set up a charitable organization system which is completed, legal, autonomous and sustainable development.
