The introduction of ISO9001 quality management system provides a new management method for our country’s public administration department. Through standardization, institutionalization and standardization management, improve the work efficiency and service quality of government departments, streamline the number of service organizations, and ensure the justice of "accountability" in some degree, also become our country is committed to "service oriented government" construction of the fundamental starting point.ISO9001 quality management system is the world recognized standard, institutionalized and standardized modern management mode, so far, many foreign countries have introduced and established a quality management system, refined the management work of the government, improved the level of government management, better performance of government functions. Under the background of our country’s construction of "service oriented government", more and more local governments are willing to and tries to establish efficient, low consumption, high levels of government through establishing the ISO9001 quality management system.This paper starts from the government management, takes the Mudanjiang human social Bureau, National Tax Bureau and other government departments as the research object, expounds the application of ISO9001 quality management system in Mudanjiang City based on the new public management theory and comprehensive quality management theory, constructs Mudanjiang city government departments of quality management system, and promotes the improvement of government service efficiency and quality improvement. First of all, research the theoretical basis of the introduction of ISO9001 quality management system by applying the literature review and other methods. Secondly, use the method domestic and foreign experience summarized, compared and inducted the relevant experience has been successfully introduction and implementation of quality management system of domestic and foreign government departments. Lastly, employ questionnaire survey method for the civil servants of Mudanjiang government to make hierarchical investigation, analyze the reasons of the human social Bureau, tax bureau and other government departments low service efficiency, poor active response, department responsibilities overlap and other existing management system problems:One is the merge of the departments caused the power and responsibility confusion, Two is the lack of uniform business review, approval standards, Three is the lack of execution and timely and effective response to the information. Through field visits and internal communication with government officials, the positive attitude and willingness to introduce quality management system are discussed, and the feasibility and necessity of introducing ISO9001 quality management system into the municipal government departments are analyzed. Finally, combining with the experience of the government departments introducing quality management system and the actual situation of Mudanjiang municipal government departments, the paper puts forward countermeasures and suggestions on how to construct the quality management system of Mudanjiang municipal government. One is to strengthen the system of promotion and training, strengthen leadership role; the second is to establish a ’cross section group’to protect the good functioning of the system; the third is to attach importance to the establishment of the system documents, establish a unified record management system; the forth is the evaluation results and rewards and punishment mechanism combine with each other to play a positive role in continuous improvement.This paper also proposed ensure the effective position of the quality management system in the human society Bureau, tax bureau and other government departments through the establishment of the "cross section group" and "system advance group". Through the establishment of Work record management system which is unified of the city and parallel the OA management system, ensure effective operation of the quality management system.
