After the 2015 Six Party Congress of Shenzhen, Shenzhen, the new leadership has whipped up "immediately do" cadres execution. Against this background, the grass-roots cadres change their working styles, improve execution, not only to help protect decentralization, under the new situation to effectively consolidate the party’s grass-roots leaders, is also conducive to the establishment of service-oriented government, the Government of the rule of law, improve government credibility.In this paper, take the grassroot cadres execution as standpoints, the grassroots cadres execution standpoint, by using integrated use of literature analysis, survey research and inductive analysis and other research methods, describes describe the theoretical basis of the promotion of grassroots cadres execution theoretical basis, s district, shenzhen is selected as an example to analyze the common problems of their execution of grassroots cadres., grassroots cadres construction practices were analyzed and the execution of grassroots cadres common problems and their causes, I also combine domestic and foreign theories and experience to bring up some suggestions. The results show that there are six main problems contributed to the presence of cumbersome procedures of execution, that is the problems of superficial execution, localized execution, execution prevarication, implement and execute the stagnation of non-specialization. in other words, the reasons are located in three main areas:first, it is the person who executed, the grassroots cadres have biased values and attitudes, they still lack of senses of accomplishment, legal awareness, professional work; second,on the implementation mechanism, government function adjustment mechanism is not in place, functional boundaries are blurred, public policies are unscientific and unreasonable, the cadre evaluation and promotion mechanisms are inadequate, the third-party organizations to participate in public administration and services are not strong; Third,still lack of cultures to the implementation of execution environment. The compensation reform is slow and cadres are lack of social understanding and so on. On the basis of comprehensive analysis, the paper argues that the execution can improve grassroots cadres from the following aspects. Including the establishment of a list of power, building efficient e-government, regulating the implementation of the content; by constructing, improving employment promotion elimination mechanism, government can strengthen the concept of occupation, implementation of cultural cadre evaluation mechanism and apply what they learn to improve the implementation of the initiative cadres; by strengthening supervision and ask accountability mechanisms, by implementing specific management and establishing occupations according to law to introduce third-party to participate in public management services to enhance the implementation of specialization; by strengthening scientific and regulatory public policy regimes to build cross-sectoral coordination platform etc., to achieve the implementation of the overall performance improvement. |
