In this context, the establishment of social relief system for road traffic accidents, is not only an important embodiment of social justice, but also improves the system of social security system the internal requirements.In China, social assistance on road traffic accidents is a new thing. In 2004, the government had proposed the establishment of social assistance funds on road traffic accidents, but only until early 2010, made the introduction of specific measures. So now studying a new system, first of all we need to learn the basic theory in support of the system and the basic concepts used to explain the system.Next, this paper respectively analyzes and compares the domestic and foreign road traffic and road traffic accidents in the history, current situation and development trend by descriptive statistics, to understand the background to carry out the work of the social assistance on road traffic accidents, thereby specifying social environment of the road accident victim bailout.The next, based on road traffic accidents and the consequences of the homogeneity on the territorial scope, this paper selects the case of Songjiang District to analyze the reality of social assistance on road traffic accidents. This process approaches to empirical analysis, respectively, district select and organize cases of road traffic deaths from 2006 to 2009 and cases of road traffic injuries in 2009 from Songjiang. This paper extracts case records by gender, age, type of road users, road traffic accidents type, the contents of the victim and other related casualties to establish a database, and on the basis of statistical analysis of data, detailed describes the occurrence of road traffic accidents at this stage in Songjiang District, and thus the premise analyzes the work situation of social assistance on road traffic accident in Songjiang.Finally, this paper comprehensively analyzes factors that affect road traffic accident victims’social assistance benefits from the aspects of politice, economy and culture, to conclude that road traffic accident victims achieving the interests of social assistance are the result of many ways to promote coordination. Among them, the improvement of social assistance fund is to ensure that accident victims to achieve the core content of rights, embodied in the assistance fund for clear supplementary status; expanding the sources of aid funds; extending the scope of the relief fund for accident victim’s aid. In addition, the implementation of social assistance on accident victims benefits taken into account should also be spread, For example, establishing fast traffic accident rescue system under the support of the relief fund; expanding the relief fund of the relief object; effectively linking social assistance on road traffic accidents and the general social assistance work, and so on.Innovation of the paper is mainly reflected in the selection of research content.
