The development of the Internet gives more free speech to the public, but it is associated with the network speech without specification. And it mainly embodied in the spread of internet rumors. Network is widely used in recent years, followed by frequently internet rumors, many people pay great attention to it. Recently judicial interpretation has been clear about internet rumors cognizance and crime legal standard, and stepping up rumors cracking down all over the country, the educational circles’ discussion about network speech’s legal regulation is also rising. Now Internet rumors has become an inevitable social phenomenon, effectively cracking down on Internet rumors, but it is essential to prevention. How to prevent and punish Internet rumors, we should in-depth investigate legal regulation of network speech, so the study of legal regulation of network speech is imperative in our country. To clarify the basic concept of network speech and its legal regulation, and to grasp the limit of network speech. Both to protect the right, and to limit freedom. In this paper, through the analysis of network speech’s legal regulation, and put forward many countermeasures of perfecting our country’s legal regulation system for network speech, so as to effectively control internet rumors, and make citizens realize better network speech.In this paper, it is divided into four parts besides introduction and conclusion. The first part is legal regulation of the right to network free speech, including the network speech’s meaning, values and limit, concept and the necessity of legal regulation. The second part is analyzing many problems about network speech’s legal regulation in our country now, such as the boundary is difficult to divide, the constitution protection is not specific, regulation law is imperfect, prevention and control of internet rumors is weak.The third part studies on legal regulation of the right to network speech and gain enlightenment in foreign countries. The fourth part is putting forward many countermeasures of perfecting our country’s legal regulation system for network speech, through draw lessons from foreign experience, in accordance with the problems of our country, and combining the concrete situation in our country.
