International humanitarian assistance is a kind of aid which donor countries or international aid organizations sponsor in emergency situations with the consideration of humanitarian spirit in order to solve the sudden disaster or crisis initiated by the affected countries. Political realism advocated powers defined benefits. International humanitarian aid simply may not only necessarily linked to power and national interests, but also to foreign policy tool of the State. When formulating a foreign policy, states always want to pursuit power and complete their national interest demands. So diplomatic practice between the international community and international humanitarian aid countries can play a role of political function. This paper argues that realism’s greatest contribution is that it find that international humanitarian aid is one of the country’s political and diplomatic tools. Through humanitarian’s glory, it seeks out an in-depth analysis of the fundamental purpose of the national foreign policy decisions in the implementation of the national interest. And this is also the central point of this article, namely humanitarian assistance is essentially a policy tool.Humanitarian spirit has a long history. Modern international humanitarian aid starts from the Marshall Plan. In practice, long-term humanitarian assistance, the international community has gradually formed a set of institutional arrangements on the humanitarian crisis management, including sound management organization and improved regulatory system. This paper argues that international humanitarian assistance is supported by the international organization of human resources and the goods resources of sovereign national governments or individuals in the case of emergency, which is based on humanitarian concepts to victims of natural or man-made disasters in the country and the people of the community, and its main purpose is to save lives and help people suffering and highlight the human glory. In the history of international humanitarian assistance and development process encountered some practical difficulties. The most critical question is how the international community to recognize the problem and treat international humanitarian assistance and international humanitarian intervention. After the analysis and summary of starting point, social values and realities of the international community to observe and practice three aspects of feedback systems, it can be concluded that international humanitarian assistance and international humanitarian intervention is the opposite of the two concepts, humanitarian intervention is the alienation of humanitarian assistance.This paper attempts to take American’s humanitarian aid to DPRK after Cold War as an example, it tries to analyze the US humanitarian assistance to North Korea launched the policy objective to arrive at the main point of this article, that humanitarian assistance is essentially a policy instrument. When the state decides to initiate or receive humanitarian aid, its’primary consideration is the country’s national interests. For the donors, the affected country’s domestic humanitarian crisis is not sponsored humanitarian aid donors. Donors launched the essential purpose of humanitarian assistance and national interests inevitably, whereas donors for humanitarian aid to that is trying to implement a policy tool diplomatic purposes. For the recipient, whether they reject or accept the severity of humanitarian assistance and humanitarian crisis in the country from the outside world is relevant, but in fact the real decisive factor is the role of policy factors. Foreign policy is the recipient according to their national interests to decision-making.In the making of the US humanitarian assistance policy toward the DPRK, the security and political factors, economic factors and the values factors have played irreplaceable roles. From the political and security point of view, the United States send humanitarian assistance to North Korea, which is out of tune with its ideology, although the relations between nations is fragile and sensitive. It seems contradictory on the surface, but it is actually a rational policy choice. From an economic point of view, on the one hand, US policy on North Korea humanitarian aid, especially food aid made American influence and control over North Korea’s food markets. On the other hand, the United States is also in the process of assistance to manipulate the US domestic surplus products. From values-oriented point of view, an important international position of public opinion influence with the international community for is another important factor of United States humanitarian assistance policy toward North Korea. The humanitarian assistance will help to guide the United States to consolidate its international status and international public opinion.Many US aid agencies are involved in humanitarian assistance to the DPRK. These agencies and departments all around the United States help to conduct their own foreign policy assistance work, which is still to serve the US national interest demands.For the example of US food aid to North Korea, North Korea food crisis is blamed of not only harsh natural environment impact, but also the deeper root cause political and economic systems and national strategies. Since 1995, the United States provided to the DPRK over one billion US dollars of foreign aid, which accounts for about 60 percent of food aid. In particular assistance in practice,90 percent of food aid is started by the United Nations World Food Programme (WFP), which is a multilateral international organizations. The process of assistance is also tortuous and complex. On the other hand, the question of assistance has been monitoring US and the DPRK fight no less than political issues. This is not just a simple humanitarian aid issues. In fact, it is a sensitive political issue. The real source is from the US and the DPRK’s trust dilemma.
