As an important part of the nation, monitoring system plays an irreplaceable role in the functioning of the nation, the history of monitoring system in our country can be said to be extremely long, and the ruling class in history had attached great importance to it. It can be said, in the ancient world, there was no a country can be compared with China in the monitoring system. In modern times, combined with our history and experience the advantages of the ancient supervisory system, combined with the theory of the balance of powers doctrine of the Western world, China has established a new monitoring system. On the basis of ancient and modern,the Monitoring System in the PRC has its own new features due to the specific historical factors.Xikang supervisory office was established in 1950, and in 1955, with the cancellation of Xikang revoked. Although it was only for a short time, but, under the leadership of the Central Committee,it played an important role in the construction of regime, the economic recovery and develop, the reform of the social’s aspects, the implement of law, but, because of the special historical environment, there are some problems in its work.This article is divided into six chapters, the first chapter is introduction, including the origin, the present situation, the research mentality and the information available for study. The second chapter is the supervisory system history of the local, including the origin of the "supervision", the evolution of the local supervisory system in ancient China, the local supervisory system during the period of the Republic of China. The third chapter is the history of Xikang Province, including the history of the Xikang, at the beginning of the founding of the Xikang province. The forth Chapter is the founding of the Xikang supervisory office, including before the founding of the communist party of China on the base of supervisory system, the founding of the initial monitoring system,the setting of Xikang supervisory office. The fifth Chapter is the works of Xikang supervisory, including perfecting the area supervisory agencies, dispatch inspection group visit local work, cooperate with the justice department implement the marriage law, the bodhisattva of major accident investigation, to climb the lotus big weir built all the failure investigation, etc. The sixth Chapter is the significance of the experience and lesson, enlightenment in its works.
