Research About The Interest Expression Of Non-native Permanent Resident In Urban Community Governance

As a vulnerable group, non-native permanent resident in urban community has made important contribution to the fast development of urbanization in China. At the bottom of urban community, they live in the edge of the urban far from home. Not only have they living a poor standard life, but lack the understanding of laws and having fewer resources socially. With the rapid process of taking a new road to industrialization with Chinese characteristics, informatization and urbanization, the grass-roots structure of society is changing as well as population structure. Because of the increasing of non-native permanent residents, this group is difficult to fit into the city, and the willing of interest expression become increasingly. However, since ‘Efficiency First’ thought as guiding ideology in economic development and household registration system with dual system between rural and urban, and with the limit of comprehensive qualities, the interest expression of non-native permanent resident is ignored. People lived at the edge of rural and urban lack an effective channel to express their hope.We use the urban community governance as a backdrop in this article, and identify the governance theory, democratic politics and the fairness and efficiency as the entry points. At first, based on the basic concept we defined for community governance, interest expression and non-native permanent resident, this article analyzes the relationship between urban community governance and the interest expression of non-native permanent resident. Secondly, this article is trying to find the problem in the progress of intertst expression of non-native permanent resident from the subject and object of interest expression, and to solve it. At last this article summarized the lacks of interest expression of non-native permanent resident and the root cause of interest expression is the poor expression mechanism. We should ensure the vulnerable groups’ basic rights and privileges, the effective response to interests and keep the interest expression mechanism flowing to guarantee our country’s lasting peace andstability as well as grassroots social’s. Furthermore, this article also makes suggestions and countermeasures from different perspectives for problems that arise in non-native permanent residents’ interest expression by summarizing and studing on experience. We also used theories at home and aboard for reference. And hope for contributing to this issue.
