| Objective:Study on the number and status of resource about pension agency in Zhuhai, Jiangmen and Zhaoqing, in order to provide true, reliable and scientific data for relevant departments to promote the quality of pension service, and develop reasonable policies and measure for elderly population in the three cities.Methods:In this study, by investigation of resource allocation from pension agency, which were approved by Civil Affairs Bureauself-designed questionnaires.Results:248 registered pension institutions were investigated in Zhuhai, Jiangmen, Zhaoqing by face to face interview, in which 209 pension institutions were public, and 39 pension institutions were private. The total number of beds was22407, while public pension institutions had 15637 beds, and private pension agencies had 6770 beds; Total number of elderly inpatient is 10540 currently, the occupancy rate was 47.04%. There were 5600 elderly people live in publicpension institutions, the occupancy rate of 35.81%; 4940 elderly people live in private pension institutions, the occupancy rate of 72.97%.Meanwhile, there were 1506 senior activity centers, 12 elderly universities, 265 home care service stations, 107 pension agencies, and 39 old canteens in the three cities. Total of 540 management staff were occupied in 248 pension institutions, each of them needs to manage 41.49 beds on average. While a single manager needs to manage 35.62 beds on average in public pension agency, and that of 67.03 beds on average in private pension institutions. The monthly income of public pension agency managers was2792 Yuan per person on average, 3399 Yuan per person in private pension institutions. Only about 30% of managers had a college degree or above, less than 13% of staff graduated from the major of nursing, and about 34%hadbeentrained in nursing. The background of education and professional was worse in public pension institutions than in private pension institutions. There was 1762 service staff in the three cities: each servitor would take care of12.72 beds on average. Each servitor would in charge of15.73 beds on average in public pension institutions while 8.82 in private pension institutions. In public pension agency, the average monthly income of servitors was 1988 Yuan per person,2864 Yuan per person in private pension agency. Servitors graduated from college or above were less than 6% of all servitor, 6%for staff graduated from the major of nursing, and about 61%for whohad been trained in nursing. The average number of beds were 141.67 in pension institutions located in the main district of three cities, which were more than the average of other regions in three cities(96.49);the average occupancy were 137.59, which was four times of the other regional pension institutions(31.83).Conclusions:1. The total number of registered pension institutions was 248, nursing beds was 22407 in total, each bed corresponding to 60.55 potential needs of the elderly people on average. Therefore, the number of pension institutions and nursing beds were deficient in Zhuhai, Jiangmen and Zhaoqing;2. There are1506 activity centers for senior citizens in the three cities, 12 universities for the elderly, 265 home care service stations, 107 endowments, and 39 elderly canteens, which mainly suggested the supply for the needs of aging population were still basic; 3. The occupancy rate was 47.04%on average in the pension institutions of three cities, which was higher in pension agency of Zhuhai than that of the other two cities, and the average occupancy rate reached 65.15%; 4.There are 209 public pension institutions and 39 private pension agencies in the three cities, departments of government should strengthen policy support, and effort to encourage the creation of diversified investment pension institutions. 5. In all pension institutions of the three cities, the sex ratio was closely to 1:1 among managers, while among servitors, the sex ratio was about 1: 5; each manager in charge of 41.49 beds on average, and one servitor would take care 12.72 beds on average. Staff graduated from the major of nursing was less than 13%, staff graduated from the major of nursing and being trained in nursing were less than 70%.That indicated staff working in pension agencies showed the following disadvantage: such as gender imbalance, the intensity of work and low level of education background, etc. It should be strengthened in recruitment and training. 6. It was better for the average number of beds, the average monthly cost and the amount of management / staff in the main districts than the other areas in Zhuhai, Jiangmen, Zhaoqing, which reflected the significantly differences between urban and rural areas. It is suggested that different development strategies should be encouraged and carried in the relevant departments of Zhuhai, Jiangmen, Zhaoqing. |
