Study On The Effect Of Civic Awareness To The Democracy Development Of Socialism With Chinese Characteristics

In real political life, citizens are not only the carrier of rights-obligations relationship, but also the action actor who put this relationship into practice. Civic awareness in practice embodied when the rights-obligations relationship with which citizens carried was dynamically represented. The meaning and basic quality of civic awareness refers to legal citizenship awareness, ethical public morality and patriotism awareness, as well as awareness of practical participation and consultation. Features and manifestations of democracy is reflected in a range of mechanisms of "authorization" and "power limitation", moreover, a stable political system with a variety of channels for political participation and sustained political reform are interacted and effected each other. Under the leadership of the Communist Party of China, democracy construction of China experienced several main phases along with early exploration, initial development, twists and turns, as well as restoration and progressive development, and finally, we find the path of socialism with Chinese characteristics, through which civic awareness is of great importance to the developing process. One hand, the development of Socialism with Chinese Characteristics strengthen civic awareness of patriotism,responsibility, and participation; On the other hand, civic awareness have duality effects to Socialism with Chinese Characteristics, that is to say, it has positive effect in terms of expanding political participation of citizen, enhancing the political identity from of mass,at the same time, it leads to "indifference and anger" coexistence, reduce public cohesion and impair political authority during political participation. Currently, the development of civic awareness in China is still facing a series of problems which restrict democratic development, including the lack of Citizens’ cognition, citizenship consciousness, and rights consciousness, besides, weak sense of law also brings limitation. The reasons lead to this situation mainly lie in the short of educationmechanisms for civic awareness, lacking of clear guidelines absence and the impact of traditional small-scale peasant economy featured with self-sufficiency, as well as the traditional political culture. Besides, the concept of socialist democracy under the rule of law still wait to be formed, political headwind and psychological to political indifference make a difference likewise. To strengthen civic awareness is the key for further promotion of the development of democracy of socialist with Chinese characteristics. Specifically, we have to adhere to the guiding of Marxism in civic awareness education, to build awareness system by starting from multi-levels and multi-channels, and to enhance the sense of law of citizens, as well as boosting the construction of socialism under the rule of law, upgrading civic consultations awareness,and improving the system of socialist democratic consultation. In the meantime, to foster civic awareness of orderly participation is also a benefit to safeguard democracy development of socialism with Chinese characteristics.
