Research On The Operation Mode And Promotion Mechanism Of Social Enterprise Participating In Social Governance

Since 1970 s, the development of the third sector and non-profit organization get into trouble because of the influence of western economic crisis and the weak of the welfare state system. Social enterprise that combined with business mode and social objectives plays an important role in employment, education, poverty alleviation, environmental protection and other fields. Social enterprise realizes the economic and social value. It not only shares the government’s pressure of functions and resources supply, but also provides a new vitality for the sustainable development of non-profit organizations. In recent years, the theory and practice of social enterprise have been initially developed in China. Social enterprise has made great contribution to solve social problems and social contradictions which made a contribution to promote social harmony. While social enterprise has gradually revealed some problems such as lacking government promotion mechanism and social identity, the imbalance of enterprise value and human resource issues in the social governance participation. Therefore, to seek a feasible mode and mechanism of social enterprise participating in social governance with Chinese characteristics for the reform of social governance in our country is a worthwhile topic to discuss.Marx’s view of social governance, Marx’s social organism theory and Marx’s theory of state and society support for the social enterprises’ participation in China. The social enterprise research and practice from academic and practical circles has laid a theoretical and practical basis for the social to participate in social governance in our country. At present, there are two kinds of social enterprise, the one is the government guidance mode, and the other is the social self generation mode. The two kinds of operation modes in social governance show distinct differences and unique social contributions. At the same time, it provides a feasible model for social enterprises to participate in social governance in China. In the comprehensive analysis of the social enterprise case which reflected the dilemma of social enterprises in the development of social governance. And the government support of social enterprises in the United States and Britain confirms the government’s role in the key position, and also show the deficiency of our country’s government participation in social governance. Social enterprise is one of the multiple social governance innovation subjects in China. In order to strengthen the function of social enterprise, the government should encourage and promote the legal supervision, policy, and social enterprise management. The society should create a social enterprise business environment, optimize the structure of the social enterprise, improve the social public trust and social enterprise human resources. And the social enterprise should improve in the public welfare brand creation, enterprise benefit balancing, improving capital channel and independent status.The research on the operation mode and promotion mechanism of social enterprise participating in social management, not only to provide more convenient environment and broad development space for the social governance in the social governance innovation of our country, but also to provide ideas and methods to form a social governance innovation system with Chinese characteristics.
