Under the new situation, China’s social management present some new characteristics and new problems, and the grassroots level is the first line of maintaining social stability, is the important link between party and society, accurately grasps the demand of the social management innovation, is the party’s basic-level organization give full play to promote social management more orderly, stability and development of fundamental premise. Grassroots party organization must improve ideological awareness, grasp on thought the urgency of the management innovation to promote the society, to understand the current social livelihood of the people at the grassroots level, give full play to the basic party experience and advantage, strive to become a social management at the grassroots level leader, inspirer, coordinator and guarantor, in the process of integrating the interests of all parties to achieve social management at the grassroots level.
