Grassroots Social Governance Under The Rule Of Law Studies

At present, China’s rapid economic and social development, a new rapid advance of urbanization, increasing the demands of various social interests conflict. Involving people’s livelihood of millions of people education, health care, employment, social security and other social public resources to a certain extent is difficult to meet the growing demand for production and living among the people. The sub-district offices and township people’s government to provide public service efficiency is not high enough, provide public products are extremely limited, largely affects the building of socialist harmonious society and the realization of the "China dream". Inspects the present foreign and domestic grassroots social management system and operation, research and solve the problem of grassroots social management system operation, dissolve the grassroots social governance risk, increase the capacity of grassroots social management system management, to achieve national governance system and governance capacity modernization is of great importance. Street agency, township-level people’s governments in China based on the governance system as the research object, on the theory of public management horizon perspective, with emphasis on analysis of the innovation to build the system of social management at the primary level, try to explore the new thinking of grassroots social management system innovation in China.This paper is divided into four parts. The first part is the overview of grassroots social management legalization, including the concept of grassroots social management, the basic content of grassroots social management legalization and the significance of grassroots social governance. Through these three angles for grassroots social governance form a basic understanding of related concepts. The second part is the basic problems of social governance. Including grass-roots party organizations in accordance with the law of the ruling consciousness and ability need to be improved, the idea of grass-roots government administration according to law and ability need to be improved, justice judicial condition improvement and society at the grass-roots level public legal awareness needs to be improved. Through these four angles for our country current grassroots social governance problems that exist in the form of a comprehensive understanding. The third part is perfecting grassroots social governance under the rule of law. Including higher party organizations at the grass-roots level in accordance with the law of the ruling consciousness and ability, strengthen the idea of grass-roots government administration according to law and ability, to strengthen the judicial organizations at the grass-roots level and the concept of justice judicial ability and cultivating grassroots social ability of the citizen’s law-abiding awareness and usage.
