Research On Clearing Inner-Party Regulations And Normative Documents

Over the years, the Central and Provincial Party Committee has formulated a large number of inner-Party regulations and normative documents. Along with the development of the situation, some of them became inadaptable to the present work. Therefore, some inharmonious, non-linking and inconsistent problems appeared and had a great influence on the harmony and unification of the inner-Party regulations system. In order to make the system harmonious and unified, and make the regulations more scientific, the central government decided to sort out all the inner-Party regulations and normative documents that were developed after the People’s Republic of China was founded. Since the Eighteenth National Congress of the Party, the Central and Provincial Party committee has issued documents to make arrangements for the deployment of carrying out the work and determined to complete the work in two stages.This paper is divided into four parts:The first part focuses on studying the necessity of inner-Party regulations and normative documents. It mainly includes making a distinct definition of inner-Party regulations and normative documents, clarifying the distinction between inner-Party regulations and inner-Party system, laws, and the general documents, deciding the basis, the scope, the characteristics of clearing inner-Party regulations and normative documents, and so on.The second part focuses on the principle, purpose, train of thought and steps for the clearing of inner-Party regulations and normative documents, and so on.The third part focuses on the study of clearing method, classification method and how to establish effective mechanism for the clearing of inner-Party regulations and normative documents in the future.The fourth part focuses on the study of making a summary to the clearing of inner-Party regulations and normative documents.
