The high-speed development of the internet has the deep influence on the human’s production and the way of life, changes the way of traditional communication, and further changes the people’s opinion on the other’s thing. The government portal website, as the typical image of the government, is the new public service platform of the government on the intrenet. At present, China’s government portal website makes progress so fast, but unfortunately, some problems, such as low utilization ratio on the information resource, the standard disunity of information service and the insufficiency of mutual communication on dealing with affairs through internet correspondingly appear, which lead to the governmental work efficiency still not highly, although most of the government portal websites have been opened to the public. In addition, the information communication between the government and the public is not improved so really that the public is not completely satisfactory to information service of the government portal website and the service level of the government portal website doesn’t reach the ideal state. Therefore, in order to respond to the call on constructing service government and putting the real requirements of the public in the first place, he overall evaluation on the service quality of government portal website and the systematical analysis on them are beneficial to pick up the existing problems in the construction of government portal website, further play positive role in finding out the reasons why the problems appear and finally find out the solution to the problems.At first, according to the basic theories, the paper introduces the relevant concepts, mainly including the concept on SERVQUAL evaluation mode and its index construction. Then, proceed from the reality, it analyzes the adaptability of the service quality evaluation index systems of Xinzhou government portal website with SERVQUAL mode and its basic principle of the construction. Therefore, the paper constructs the scientific service quality evaluation systems of the government portal website. In the forth part, the author makes the investigation by E-questionnaire with the help of the visitors who surf the government portal website. In this paper, using the gap analysis model to analyze the data, through the analysis, finds the problems of Xinzhou government portal website service quality and find a better method to improve service quality of the website and provide the motive power for the construction and development of Xinzhou government.
