G institution service center is balance allocation institution, and current payment system is consisted of base payment,allowance and performance payment. Base payment and allowance is fixed salary and performance payment is variable salary. The improvement of salary system is about variable salary in this article.The calculation method of salary system is too simple which can not reflect the working characteristics of different kind’s workers. In fact, this kind of distribution can not reflect the actual value of the employees and can not excite the work enthusiasms of staff.The role of incentive pay almost lost the role. Performance salary should be related with performance, and distributed with the results of the appraisal. But in fact, most institution do not have effective appraisal system. Performance pay is paid in fixed amount in every month and lost the original purpose and significance.According to the specific circumstances of service center, through literature study and practical investigation, with the step of job analysis and job evaluation, form a new salary system which reflect the work value and stimulate the vitality of staff. And through a series of institutional reform and performance management to provide a strong guarantee for the implementation of performance pay.
