The rapid social and economic development resulting from 30 years of China’s reform and open up, performs the same as those of other countries’ industrialization. It brought the rich material and spiritual life, but also featured the environmental risk by which the environment-related group events are caused with a rising trend year by year.The number of environment-related group event is augmenting at the speed of 29% per year, generating serious social damage and impact. Even the local governments have made obvious progress in governing this kind of events, but they’ve still left some problems, e.g. piles of pending issues because of the poor public appeal, lack of responding mechanism with the weak prewarning consciousness, terminalization in event-management, inappropriate resolution, low level of public participation and insufficient penalty for unfairness. All of these are mainly caused by the local government’s one-side pursuit of augmenting GDP at the expense of ignoring environmental protection, lack of systems like public participation information disclosure and environmental evaluation as well as their executions, blanks and suspension in environmental legislation, imperfection of the standard system, and the underdevelopment of NGO for environmental protection.In relation to above reasons, combining to the experiences of the resolution to “7.28” event, this article will put forward strategies in the following which aim at preventing and reducing the environment-related group events: 1) People-oriented development view should be established in order to balance the development and environmental protection, and right protection for stability must be defined. 2) Mechanisms like scientific decision-making, interest appeal, prewarning for social problems, site disposal and accountability should be set up. 3) Environmental legislation must be improved, law enforcement and supervision need to be specified in detail and education of legal system to the public is to be strengthened. 4) Strategy of environmental management involving the whole society is supposed to be build.
