Local Government Function Transforming In Environment Management

Environmental issues appeared in the government view until the pollution problems are to threat to public welfare,then the government started to bring the environmental issues into government action. The environmental problems are caused by externalities of economic production, the government plays a vital role in environmental pollution control,and to eliminate externalities of economic production is also the government’s duty. The government management may fail, but it is undeniable that the government takes inherent advantages in solving environmental problems. And today’s increasingly serious environmental pollution also proves the lag of government environmental protection functions. Government should improve the environmental function and solve environmental problems from the industrial layout, production methods and technology, and related environmental regulations and pollution control technology and other areas to meet the growing environment demand. To study how the local governance regulating the crystal industry pollution can provide relevant management experience for other local government.This paper is based on the case of Pujiang government managing pollution caused by the man-made crystal industry to study the transformation of the local government functions. The man-made crystal industry has become a pillar industry by making the use of abundant rural labor resource. Meanwhile, the manufacturing processes of the crystal caused a lot of environmental problems. The industrial path dependence was lack of institutional constraints because the government vision was narrowed. Under political pressure, the local government began to pay attention to environmental protection and strengthen the environmental functions, and ultimately achieve environmental governance result. While local governments also need to coordinate the interests and relations in transition and ease the pain in the process of the economic transformation. The local governments should remodel the development concept, and try to create a new economic growth point.General environmental governance experience can be drawn from this case. Also the western experience and theory shows that with the further economic development, the environment can be improved. The developed countries formed perfect the environment of institutional arrangements and social participation in the course of environmental governance. Therefore to our government, we must accelerate the transformation of economic development and economic restructuring. The government should fulfill environmental responsibility and maintain of the environmental equity, build a scientific environmental enforcement mechanism and improve citizen participation in public environmental governance.
