Research On County-level Government Website Construction In The View Of Network Governance Theory

With the deepening of the process of global information. In our country, from the central to local government departments, are seriously exploring the path of building own government website so as to take advantage of the emerging tools for serving the people. County-level government websites as an important part of the national government website system, has gradually become an important research topic. Network governance theory as a new theory of public governance, network governance mode of its advocacy, to have obvious innovation to solve public problems. In the study of the theory of network governance process, I found that network governance theory have an important guiding role in the construction of government websites, there is a logical link between them. The traditional governance concepts and models in a virtual government, namely the government website also apply.On the basis of empirical research on the county government website, this thesis use the network governance analysis tool to scientifically analyze the problem with the help of the related literature reading and basis of data collection. This paper uses three kinds of social science research methods including literature method, case analysis method and investigation analysis method. In addition, this paper selects Haian county government website as an example to analyze.Through literature review and participated in the actual investigation, this paper introduces the existing problems of participate in subject, operation mechanism and operational characteristics of Haian county government website, such as:website construction main body is single, the lack of interaction between the government and the public, various government departments collaborative office ability is weak. To solve these problems, this paper analyzes the problems of network governance from the perspective of county-level government website construction, through the analysis that county government website construction problem is caused by many reasons, such as the concept of network governance is not strong, the integration of resources is insufficient, various government departments of communication and coordination mechanism imperfect, are in a certain extent, affect the scientific operation of government website. At the end of this paper, on the basis of a profound understanding of reason, this paper proposed ideas and Countermeasures of county government website construction from the perspective of network governance theory, such as, Ideas and countermeasures of county-level government website construction in the view of network governance theory; Integrating network resource and playing the comparative advantages of the network; Strengthening the network of communication and coordination and enhancing the use rate of county-level government website;establishing and maintaining the safeguard mechanism and ensuring the healthy development of the county-level government website.Striving to promote the scientific development of countygovernment website.
