District competitive selection of cadres is the effective way to broaden the range of selecting cadres, and the important measure of the district and county Party committee and government to implement the policy of cadre personnel management, to build a high-quality contingent of cadres. In recent years, the practice shows that from the provinces to the districts, the competition for selecting cadres increasingly stringent requirements, the program is increasingly standardized. The eighteen and the Third Plenary Session of the eighteen were clearly put forward to improve the competitive selection of cadres way. In 2014 January, the new revised cadre appointment regulations, to further clarify the scope, competitive selection of qualifications and strengthen the organization and control regulations. In 2015, comprehensively promote the rule of law at the beginning of the year, to improve the competitive selection of cadres way, to further improve the quality of selection, and actively create legal literacy and ability to act according to the law of strong legalization of the cadre team has important significance. However, the current practice results, relatively speaking, provincial and municipal competitive selection of cadres more professional and standardized, and at the most basic level cadre selection and appointment of district level competitive selection of cadres as the relevant mechanisms are inadequate, specific operator uneven quality, competitive selection methods have their pros and cons and other issues, there are still procedures are not standard, do not in place, the more prone to simple score from people, cadres can get a good score but can not work phenomenon and so on.H District of Chongqing from 2010 to 2014, conducted in-depth exploration to improve the competitive selection of cadres, has served as one of 8 pilot counties of the city of selecting and appointing cadres to carry out a reform, push test, open selection, competition for posts, chosen by the deviation of a variety of competitive selection of cadres, in the implementation of the scope, scale, frequency both have great value and the case analysis, the model has certain innovation. Through the empirical research of H District of Chongqing City, put forward the corresponding countermeasures and suggestions to improve the competitive selection, and with the traditional way, the selection of cadres, to co-ordinate the use of organic combination, to further improve the scientific selection and appointment mechanism, the basic real selection of Party cadres and people in need.This paper mainly adopts literature study, empirical analysis, comparative analysis, interviews and other research methods, firstly introduced the related theory of the competitive selection of cadres, secondly introduces the exploration and practice of competitive selection of cadres in the H District of Chongqing City, with the typical cases in recent years, analysis of the main characteristics and problems, to summarize the successful experience and research facing the competitive selection of cadres and the predicament and reason of existence question, finally, proposed to improve the competitive selection of cadres and the suggestions, in order to promote the county the competitive selection of cadres is more reasonable.
