Population aging degree is much higher now the elderly pension problem aremore prominent.Has the basic function of family endowment increasingly weakened, institution endowment again due to high cost, low level of the old man accepted, in a dilemma.In this context, as a kind of family endowment and community endowment institutions endowment advantages of endowment service supply new model arises at the historic moment.Community endowment as a public product, the government is duty-bound.But the government as a means of direct producers is low efficiency, waste of resources, the quality is not high and black-box operation, therefore the government needs to with the development of community endowment service as an opportunity, the transition of the function of the implementation by the government to buy, promote the development of community endowment service, to satisfy the increasing of the elderly pension requirements.This paper first introduces the related concepts of government purchase of community endowmentdefinition, theoretical basis and research present situation.Then introduced the United States, Britain, Japan’s three government purchase of community endowment service maturity model, and domestic Nanjing Gulou district,,Ningbo Haishudistrict, Suzhou Canglang pilot’s specific situation.The research method is depth interview and case study.On the basis of the literature review and case study, I found it that competitive purchase is insufficient, the purchase is Internalbuying.The supervision system is imperfect, the quality of service is Lower. Buying process is opaque. Lack of professional service personnel, service quality is relatively low. Finally I put forward to suggestions for the Chongqing government purchase of urban community support services, including increasing capital investment, expecially for the cared-old-man. Making clear the government role positioning, giving the community support service center autonomy. Cultivating professional cared support organization. Establishing the supervision and evaluation mechanism. Making Emphasis on the application of the agency appointment contract, making clear the obligations of the parties etc.
