In the current complex social and natural environment, social conflicts and natural disasters, threatening the normal production and life of human society. As the crisis response of the grass-roots units, how to help communities respond to the threat of public crisis, reduce the losses resulted from these disasters have become an important issue in oday’s society must face. Wuchang District as a national center city- central city of Wuhan, the community building is relatively mature, the higher the degree of modernization, so for crisis response capability Wuchang District Community research for he community to deal with the crisis of the modern city has a certain significance.
