The Research Of Mass Disturbances Handled By Public Security Bureau

Along with constant deepening of China’s reform and opening-up, it is inevitably that in the process of establishing and developing market economy, China’s original resource allocation methods and composition and structure of society members need to be changed, and diversified interest groups need to compete with each other. It is likely that contradiction and conflict occur in the competition. If these problems are not managed in time or properly, it is likely that weak interest groups would perform to the extreme. Also, this is a long-standing problem.As various social contradictions and conflicts with special performance, the quantity of different mass disturbances continues to grow, and their scales are expanding. These mass disturbances appear in terms of protesting, strike, appealing for help, crowd containment, threating civil servants, and sieging government agencies, making conflicts break out rapidly in a short period of time. Also, both parties of conflicts are too concentrated in terms of number of people, so it is likely that strong propensity for violence would appear, which is an important factor determine social development and stability. In recent years, the number of mass disturbances in the City of Dongguan is increasing. These conflicts can generate a profound impact on society, and have a strong impact on citizens. If these mass disturbances are managed improperly, the situation may become uncontrollable, and the severity of consequences may exceed people’s expectations. The causes of mass disturbances include various uncertain factors, such as political factors, economic factors, and social factors. China’s economic system transforms from planned economy to market economy, but the income adjustment mechanism is imperfect, hierarchy division in the society is evident, and political system and social operating mechanism have not been transformed timely. As a result, economic foundation and superstructure face unbalanced development, creating a threat for social stability and rapid economic development.This paper analyzes the causes and nature of mass disturbances in China, and combines the public emergency management’s 4R theory and problems that I encounter from my work and personal experience. Through four aspects, retrenchment stage, preparation stage, response stage and recovery stage, this paper conducts a deep analysis of problems existing in how Dongguan’s public security bureau deals with mass disturbance in Yu Yuan shoemaking factory, has a detailed description of the appropriate principles and solutions that public security organizations should master when they deal with mass disturbances, and explores feasible precaution and disposition strategies. These strategies can inspire Dongguan’s public security organizations to innovate solutions to deal with mass disturbance events and ensure that these events can be handled in a proper way, thus enhancing the state’s ruling status, maintaining prolonged stability and ensuring that Chinese people live and work in peace and contentment.
