With various kinds of We Media’s emergence, the close fusion of traditional and new media, and the high speed and diversification of information transmission and fragment audience, all sorts of signs indicates the Omnimedia Era has come. Any person in any place at any time may publish and receive any information about the government, the government and administrative personnel are placed in a hitherto unknown attention. How to create and maintain a good image of the government has become a time topic government and its administrative personnel must face to.The current government image management exists many problems, consciousness is not strong, the target is not clear, the mechanism is not sound, the level is not high, and force is scattered for example. It is influenced by many factors, mainly by the government behavior, the administrative personnel, the mass media and the public. The reasons of the problems mainly come from the government administrative management problems, contradictions between the government social management level and the public appeal, and the profound change of the public opinion ecology. The damaged image of the government not only damage the credibility of the government, but also endangers the legitimacy of governance. To improve the management of government image, must establish a “Pragmatic”, “efficient and transparent”, “fairness and justice”, “Populist” government image as the goal, deepening the reform of government management system, improving the level of social management;strengthening the management of civil servants team, improving administrative personnel behavior attitude, the quality of administrative ethics of civil servants, and the network management skills; strengthening the tourism and the management of media, and strengthening the management of the media industry; Improve the government image crisis intervention levels;enhancing public media literacy, improving citizens’ awareness of media and the level of participation, to let them more rationally participate public affairs.
