The Research On Government Officials’ Dereliction Of Accountability System In China

Since the policy of reform and opening up, China’s economic prosperity and social progress have taken on. Whether the government agencies or the mass have become stricter with the requirements and supervisions of the official behavior and style. Especially, the administrative accountability triggered by "SARS" in 2003, aiming at confining the leading cadres who fail to fulfill their duties, has been playing an important part in promoting the realization of social justice, safeguarding the people’s interests. Therefore, in the face of this storm, what is the standard of duty dereliction and defined action? How to prevent the duty dereliction happening again? These questions are worth in-depth study and practice.At present, China’s central government and local governments have promulgated relevant laws and regulations, according to the Party Central Committee, the requirements of the State Council, taking promote the responsible government as the goal, in accordance with the "integration of power and responsibility, legal and orderly, democratic and open, objective and fair" principle to accelerate the establishment of " administrative accountability centering on the chief figures" and setting up the rule of preventing previously, supervising continually and investigating finally. These measures fully manifest the strong determination in building responsible government and obviously direct the development of administrative accountability. But in the actual operation, China has undergone many major security accidents and the removals and resignations of leading cadres which due to duty dereliction have come about frequently. The administrative accountability has gone through the special times and measures and come into normalization, institutionalization. Therefore, it has exposed many problems to be solved.This paper takes Chongqing municipality as an example, analyzing the current situation of China’s duty dereliction of duty leading cadres which cover its concept, connotation, domestic and international comparison and systematic theory and practice, summarizing the current existing problems in the administrative accountability mechanism and other deep reasons. According to the specific questions, I will put forward some views and suggestions in order to form a multi-angle, multilink, multi-function administrative accountability which is systematic and integrated.
