From The Public Goods Perspective Research On International Cooperation Against Terrorism

With the deepening development of globalization, terrorist activities have spread worldwide, which urgently demands international community to strengthen cooperation against terrorism. Although the international anti-terrorism cooperation has made some progress in the new era, there are still some difficulties. At present, the theory of international cooperation against terrorism research is not perfect, which certainly limits the efficiency of international cooperation against terrorism. This paper attempts to analyze the plight of international cooperation against terrorism thoroughly from the perspective of public goods theory and propose targeted strategies to promote international cooperation against terrorism.This paper is divided into five parts: The first part is an introduction, which mainly explains the background and significance of the topic. Also, it summarizes current research related to the subject, which leads to the research topic. What’s more, it makes comments on the theoretical basis, methods and innovation of the research. The second part is an explanation for the theory of public goods. It starts from the concept, characteristics and classification of public goods to explain the core concept of public goods. Meanwhile, it summarizes the development process of the theory. And then, it analyzes public goods supply model from the subject of public goods applied as well as the situation of apply and demand. The third part is the basic situation on international cooperation against terrorism. This section introduces the views on terrorism, and analyzes the status as well as the trends of international cooperation against terrorism. Finally, it arrives at an important point that international cooperation against terrorism is a kind of international public goods which lays the foundation for later study. The fourth part is the analysis for the practical difficulties of international cooperation against terrorism. It mainly applies the theory of public goods to analyze the current predicament of international anti-terrorism cooperation, which lays the foundation for the further proposed strategies to promote international cooperation against terrorism. The fifth part is the combination of theoretical and empirical part of this article. It mainly proposes the strategy of promoting the international cooperation against terrorism. According to the dilemma of international cooperation against terrorism, it tries to propose appropriate strategies to foster the international cooperation against terrorism effectively. Finally, it gives a summary of this study and raises deficiencies.Obviously, the theory of public goods is still in its infancy and the solution of the terrorism problem can not be found overnight. Therefore, there is still a long way to go for international cooperation against terrorism.
