Since the 18 th National Congress of the Communist Party of China, the importance ofruleof law thinking and method by civil servants has been brought to a new height. The ruleof law thinking and method can play an important rolein dealing with social conflicts and resolve disputes.The effective use of rule of law thinking by civil servants is of vital importance to establishinga society and government ruledof law, to buildingthe faith of rule of law in the whole community, to limiting the government’s public power, to protecting the private rights of people, and to enhancing civil servants’ ability to resist corruption. The rule of law thinking has been formed under the framework of a deep understanding of rule of law. Concept of the rule of law itself is a process, and the cultivation of the rule of law thinking of is also a dynamic process. The main contents of rule of law by civil servants have four aspects: the rule of law, awareness of rules, legitimacy thinking, and procedural justice. Cultivating the thinking of rule of law includes the early cultivation, mid-cultivation and late cultivation. Early cultivation refers to cultivating basic legal awareness of citizens before they become civil servants; mid-cultivation aims to establish civil servants’ value of rule of law, the habit of rule of law thinking, and to improve their behavior patterns. Late cultivation focuses right relief of civil servants. It is necessary to assess civil servants’ ability of rule of law thinking in order to review the results of the development of civil servants’ rule of law thinking. The assessments are conducted by official institutions and non-governmental organizations at the same time, providing positive and negative materials respectively, and presented in the form of chart showing civil servants’ rule of law thinking ability and developing trends.
